Definition and Explanation (Long): 
This indicator measures the extent to which members of the intended audiences think they have the necessary skills, authority, and opportunity to act and feel capable of applying knowledge.

Quantitative data from survey self-reporting; qualitative data from anecdotal user reports

Feedback forms or user surveys distributed with the KM output or after its dissemination or promotion; in-depth interviews (telephone or in-person)

Purpose: 
In order to address behavior change, researchers need to measure several key components of behavior change, especially an individual’s self-efficacy. Self-efficacy is a person’s confidence in their own ability to organize and execute actions to achieve desired goals (Bandura, 1986, 2006b).
Issues and Challenges: 
The availability of information, research findings, and lessons from others’ experiences can help build a person’s confidence to act. In addition to a simple statement about one’s confidence that can be answered by yes or no question, KM researchers can develop and use specific confidence/self-efficacy scales tailored to the particular domain of functioning that is the object of interest (Bandura, 2006a).
